We are a construction company from Europe and have been appointed to construct a factory for a local company. Do we need to acquire a special permit or construction license to undertake this project?

Yes. In order to undertake a construction project in the PRC, you will need to obtain a Foreign Contractor Qualification Permit (the "Qualification Permit") pursuant to regulations announced by the Ministry of Construction. After you have been issued the said Qualification Permit, you will need to apply for a business license from the local administration for industry and commerce (the "AIC") and complete tax registration procedures with the local tax bureau.
