In signing the General Agreements on Trade in Services (GATS),                      China agreed to a wide range of market opening measures, effective                      in some cases from the accession date or spread over a maximum                      five-year period. These commitments mostly concern foreign                      companies establishing a commercial presence to provide services                      in China, referred to as "commercial presence", though there                      are also some important changes being undertaken concerning                      services supplied from one country to another, namely "cross                      border supply."
