What are some of the important events in China's land reform process?

In 1988, the National People's Congress (NPC), China's top legislature, passed an amendment to the Constitution stating that the right to use land can be transferred in accordance with the law;

In 1994, the State Council, China's cabinet, held a conference on the reform of the country's land utilization system, advocating the concept of "land property management";

In 1997, the Central Committee of the Communist Party of China issued a document stating land could be managed as property in addition to being administrated as a natural resource;

In 2001, the State Council issued document No. 15 that delineated the framework of the real estate market, stipulating important practices in the transfer of land rights to State-owned land, such as public bidding;

In early 2002, the No. 11 Decree of the Ministry of Land and Resources stipulated a unified process for public bidding on land transfers, which has become the most extensively used method to sell State-owned land rights.
