How are foreign NGOs regulated in China?

Currently, there is no legislative framework governing the establishment and management of foreign NGOs in China. Presently, only foreign chambers of commerce can legally register in China according to the Provisional Regulation on the Management of Foreign Chambers of Commerce (1989). The lack of legislation creates barriers for foreign NGOs expansion into China. Therefore, foreign NGOs usually establish representative offices as the alternative. The Ministry of Civil Affairs has drafted and submitted a regulation on the registration and management of foreign non-profit organizations. The promulgation date for this regulation has not yet been disclosed.
