Are NGOs regulated?

Yes, strictly. A liberalized NGO law is now under final review by the State Council, but as of March 2002, any citizen group must have a sponsor from the government or the communist party. Only one group with a particular emphasis may register at any administrative level. A group may not operate outside the place of its registration.
