What are the recent changes in the Announcement of the Peoples Bank of China?

The most recent changes were outlined in the 13 April 2006 Announcement (2006) No. 5 of the People's Bank of China under the approval of China's State Council. On the same day, current account liberalization details were spelled out in The Notice on Adjusting the Management Policies of Foreign Exchange in Current Accounts, issued by the State Administration of Foreign Exchange (the SAFE Notice). A few days later (on 18 April 2006), conditions and procedures for commercial bank to qualify to pool Renminbi assets for investment in foreign fixed-income financial products were outlined in the Interim Administrative Measures for Commercial Banks to Set Up and Operate Overseas Financial Management Operations on Behalf of Clients (the Bank Measures), jointly issued by SAFE, the PBOC, and the China Banking Regulatory Commission (CBRC).
