In what way has TRIPs been ineffective in protecting intellectual property rights internationally?

(a): Although TRIPs requires WTO members to legislate protections for intellectual property, enforcement of these laws is lax in many countries. In China, for instance, local government officials are very unlikely to report piracy, and may even encourage it, as counterfeit goods are of central economic importance to many Chinese towns.
