CAAC Further Reforms Licensing And Flight Management Measures In Domestic Air Routes

The Civil Aviation Administration of China recently published the Measures for Further Reforming Business Licensing and Flight Management in Domestic Air Routes the new measures stipulate that in the area of air route operation licensing, and flight management, the CAAC and each regional administrative bureau of civil aviation shall further implement classified and level-to-level management.

Classified management refers to the approval/registration management that will = be implemented on the air route operation licensing and flights which are related to the four airports in Beijing, Shanghai (Hongqiao/Pudong) and Guangzhou. Further, registration management will be implemented on other air route operation licensing and flights. In addition registration management shall be implemented on air route operation licensing and flights for freight transport

Level-to-level management refers to the CAAC responsibility for implementing approval management on the interregional air route operation licensing and flights which are related to the four airports in Beijing, Shanghai and Guangzhou; however, concerning the airline companies whose principal running base is located in the four airports in the three large cities, approval management shall be implemented on the business licensing for their air routes and their flights among the four airports in the three large cities, while registration management shall be implemented on the business licensing for their interregional air routes and their flights between other airports and the four airports in the three large cities
