P.R.C. International Sea Transportation Regs Passed

On December 5 in Beijing, the preliminary version of the new regulations of P.R.C International Sea Transportation were been passed by the 49th Executive Meeting of the P.R.C State Council. This new regulation is made in order to conform with the WTO rules and mainly concentrates on governing and resolving international sea transportation affairs related to China. This new regulation will soon be further modified and made public by the State Council.

Guangdong to Implement Enforceable Administration of Water-carriage Ships

The Guangdong Maritime Bureau recently declared that it will implement enforceable administration on water-carriage ships within its jurisdiction. This will take place from January 1 of 2003 in order to have a better and safer river and ocean environment. The ships concerned are steam transportation ships that weigh more than 150 tons, ships carrying chemical products in bulk, passenger ships with more than 50 passengers, and high-speed ships. The above ships or related shipping companies shall obtain the "Safe Administration Certification" and "Qualification Attestation" by the end of 2002, without which they will not be permitted to be operated.

National Water Resources Survey to Begin in China

Upon the Second Working Conference on Water Resources that opened on December 5 in Kunming, capital of southwest China's Yunnan Province, a national comprehensive survey on China's water resources will be completed by 2002. Guidelines for the work and a package of technical standards were also issued at the Conference.

The purpose of the project is to determine the current situation of China's water resources, establish an appraisal system suitable for the water market, and work out a database to support water-related infrastructure projects such as the development of western China and electricity transfer from the west to the east.

With data collection and analysis to be completed by the end of 2002, the database will be built up in 2003.

COSCO Container Lines Select Sybase for a $2.8 Million Global Operations System

Sybase, Inc. announced that the Container Lines Co., Ltd of China Ocean Shipping Company ("COSCON") has signed a $2.8 million contract with Sybase Software (China) Co., Ltd. COSCON's goal is to enhance its shipment tracking system and improve overall business processes.

COSCON's new Sybase products will provide internal users with information to monitor and enhance the smoothness of operations, while its external users can reap the benefits of electronic data interchange to access information needed and keep track of their shipment status. The COSCON contract further strengthens Sybase's leadership in China's transportation and energy sectors.

COSCON is the COSCO Group's flagship company for container transportation. COSCON currently owns 118 container vessels with a total capacity exceeding 200,000 TEU. COSCON connects more than 100 ports around the world with over 20 main shipping routes.

Boom in Shipbuilding

The China State Shipbuilding Corporation (CSSC) plans to expand its ship production. Despite the current over production, CSSC and other large ship builders prepare for a boom in the long term despite the fact that there is a down turn in orders. According to experts, such as Professor Wijnolst of the Dutch Maritime Network, the industry shows signs of strength in the long run.

CSSC capacity amounts to 40% of China's ship production, which equals 1.8 million tons.

The China International Maritime Fair

The China International Maritime Fair was first held in 1981 and is the most prestigious of its kind in Asian maritime circles. It is also the largest in China.

On Tuesday 4 December, the 11th China International Maritime Fair was opened in Shanghai. The Fair remained open until 8 December. The exhibition covered the latest technology, products, and services. The number of participants are 778 companies from 30 countries and more than 140 domestic companies are also partaking. A special forum highlights the growing global cooperation in maritime affairs.
