Accession to WTO Seen to Bring Surge of Drug Mergers in China

China's accession to WTO is likely to be proceeded by dramatic increases in drug factory mergers and acquisitions. The Pharmaceutical Research and Manufacturers of America (PHRMA) has invested a total of US $26 billion in the research and development of new drugs in 2000; however, they have only invested $1 billion in China. This is a relatively small number in comparison to other industries. Also, most of the products of leading drug makers are not manufactured in China. As Dudley Schleier, president of Pfizer's Asian operations states, one of the main reasons for the lack of investment in China is that most of the firms associated with PHRMA are concerned about the protection of intellectual property rights.

It is hoped that Chinese pharmaceutical companies will cooperate with their foreign counterparts under WTO, which will help them strengthen their research capabilities and modernize their technologies in order to produce better generic drugs.

Hospital in Shanghai Helping Men to Defy the Aging Process

The Renji Hospital in Shanghai offers men what the women have had for decades: a place to go to combat the aging process. The hospital was originally built with the intention of treating men suffering from the changes in the level of their testosterone. However, it was soon faced with an onslaught of men worried about facing old age, and so the hospital expanded their areas of practice to cater to their patients' concerns. The clinic's founder, Dr. Dai Jican, says that men are just as easily concerned about wrinkles as women; however, there are less facilities provided for them.

The doctors at the clinic prescribe a variety of Chinese and western medicine for their patients to lessen the aging process. It is not uncommon to see androgen, vitamin C and vitamin B as well as Chinese herbs being prescribed at the clinic. The newspaper warns that anxiety, irritability, too much alcohol consumption, and lack of sleep are all factors in the quickening of the aging process.

Taiwan's Opening of its Medical Service Sector

Now that Taiwan has been admitted to the World Trade Organization (WTO), it will be forced to begin opening its medical service sector to foreign competition. Taiwan will allow foreign competition, including from mainland China, to set up affiliate organizations in Taiwan. These organizations will provide cross-border medical services to local Taiwanese patients, said Kuo Hsu-sung, director of the health department's Bureau of Health Policy Development.

The health department believes that WTO accession has created many new problems for Taiwan, such as whether or not Taiwan should recognize licenses issued by mainland authorities for traditional Chinese medical practice, whether or not China and Taiwan should mutually recognize academic degrees earned at universities from either side, and whether or not Chinese-based hospitals and medical centers should be accounted for in Taiwan's National Health Insurance System.

Mr. Kuo said that it is important to keep in mind that while the country's health services industry needs to be developed, it is still important to protect itself from foreign competition flowing in. The health department has recently established a consultative group to help the country meet the challenges and alleviate the pressure being put on them from foreign industries.

China Enters into Production of Synthesized Ephedrine

Currently, China is the only country in the world that has the ability to make natural ephedrine because it is the major producing area of ephedrine grass, the main ingredient in making the drug, long used to fight respiratory diseases. Chinese traditionally extracted the drug from the grass and use it to stop a variety of respiratory problems such as coughing and asthma.

However, China is now facing a risk of turning into a desert if the mass extraction of the natural drug from its ephedrine grass continues. Thus, China has now decided to become the third country in the world, following India and Germany, to produce synthesized ephedrine. The production cost of this synthesized drug would be 60% lower than its natural counterpart, and the quality of it higher, as was evidenced when the drug was granted approval by the State Drug Administration last year.

Bayer Plans to Build US $3.1 Billion Plant in China

Bayer, the German pharmaceutical and chemical company, announced that they will be investing 3.4 billion dollars in China by 2008. Most of the money will be going to its $3.1 dollar production facility, which is in plans to be built in Caojing, near Shanghai.

The signing ceremony between Bayer and the Shanghai Chemical Industry Park Company to build the facility was witnessed by Premier Zhu Rongji and Chancellor Schroeder. The plant being built will be manufacturing coating raw materials, polyurethane raw materials, thermoplastics, and other basic chemicals.

Bayer chief executive Manfred Schneider said that this will be the largest single-investment in its 138-year history and is also one of the largest investments made by Germany in China. He also said that this deal signifies the confidence Bayer places in the Chinese market and Asia-Pacific in general, in spite of the recent economic slowdown. Mr. Schneider also declared that China makes up 23% of Bayer's entire sales in the Asia-Pacific region, second only to Japan, which is expected to be surpassed in terms of sales revenue in 2010.

This project was aided considerably by China's entry into the WTO. "Economic growth coupled with increasing social economic stability, greater transparency, and clearer regulations, as a result of China's imminent accession to the WTO, will continue to foster the confidence of foreign investors. This in turn is likely to drive further economic growth" said Mr. Schneider.
