Is there a system for filing a Declaration and Assessment of Export Tax Refunds, especially with export contracts with the Authorities?

The State Administration of Taxation has now upgraded its export tax refund software and issued a Notice governing the declaration of export tax refunds for products agreed in export contracts filed with the authorities.
