Is a producer responsible for products that he or she had not introducted into the market?

The Product Quality Law states that regarding products that have entered into the market not through the intention of the producer, for example products which are still undergoing an experimental stage, or stolen products which have not been inspected, the producer will not be responsible for any compensation for damages. Furthermore, Article 2 of the Product Quality Law also states that the said law applies to "products for sale." Therefore, producers do not need to be responsible for compensation of damages caused by products that have not yet entered the market.
