How are NGOs regulated in China?

The legal framework of NGOs in China mainly consists of four regulations:

  1. the Regulations on the Management of Foundations (1988);

  2. the Provisional Regulations on the Management of Foreign Chambers of Commerce (1989);

  3. the Regulation on Social Organization Registration Management (1998); and

  4. the Provisional Regulations on the Registration and Management of Civil Non-Enterprise Organizations.

These four regulations provide the basic legal requirements for the registration and operation of NGOs.
