Yes. MII's desire to safeguard CINIC's monopoly in CCDN registration in the PRC is clearly evident with its issuance of the Circular Concerning Administration of Internet Chinese-language Domain Name ( Ê”ÓÉ”Á«øøÐÎÄÓС·ÊËÀˤīÊÉÄ ) øÊCircularøËin early November 2000. Under the Circular, anyone who engages in CCDN registration activities in the PRC must obtain MII approval. The effect of the Circular has been to create a significant and deliberate bottleneck constricting access and entry to the CCDN market in favor of CINIC.
