Does the MII want to safeguard CINIC's monopoly of Chinese character domain name registration activities in the PRC?

Yes. MII's desire to safeguard CINIC's monopoly in CCDN registration in the PRC is clearly evident with its issuance of the Circular Concerning Administration of Internet Chinese-language Domain Name ( ʔɔСˤī ) Circularin early November 2000. Under the Circular, anyone who engages in CCDN registration activities in the PRC must obtain MII approval. The effect of the Circular has been to create a significant and deliberate bottleneck constricting access and entry to the CCDN market in favor of CINIC.
