Have personal incomes increased in China in recent years and what impact had this had on use of telecommunications?

In recent years incomes have grown dramatically and in 1999 urban per capita incomes were about US$2,600, three times the national average. This is having a strong effect on the rate of domestic uptake of the Internet and mobile phones. The average Internet user in Beijing spends almost 35% of his salary gaining access to the Internet compared with about 1% in the United States.
