Biography

Prior to joining Lehman, Lee & Xu, Mr. Garner held management positions in both tax and accounting.  At the Georgia-Pacific Corporation, he worked in the corporate controllers group where he was responsible for all aspects of the company’s income tax accounting and reporting.  In this role, he ensured that the company was in compliance with SEC reporting requirements regarding taxes as well as in compliance with US GAAP under both FAS 109 Accounting for Income Taxes and FIN 48 Accounting for Uncertain Tax Positions.  At the Monarch Beverage Company, Mr. Garner held the positions of Accounting Manager and Assistant to the Controller.  In addition to setting overall accounting policies for the company, he was also responsible for ensuring that the financial statements of foreign subsidiaries were reported in compliance with US GAAP as well as managing the quarterly and year-end audit of the company’s consolidated financial statements.

Prior to attending law and graduate school, Mr. Garner was a university instructor in both Liaoning Province and Shanghai, where he taught courses in US History, European History, English, and Accounting.  

In addition to a Juris Doctor, Mr. Garner holds an MBA in International Business as well as a Masters Degree in US Taxation.  At the Thunderbird School of Global Management, the focus of his work was foreign investment in China and Southeast Asia.  At the Georgia State University College of Business, the focus of his work included US Federal Taxation, IRS Practice and Procedure, and International Taxation.
