Edward E. Lehman – Lehman, Lee & Xu

China’s Ministry of Commerce (MOFCOM) has recently issued a notice stating the arrangements for the employment service cooperation with New Zealand. According to the "Free Trade Agreement between the Government of the People's Republic of China and the Government of New Zealand" (the Agreement), New Zealand undertakes that it will permit 800 individuals to be engaged in Chinese medical service, Chinese chief and 3 other types of Chinese-style positions within the same period without the requirement of passing any test and that the specified academic and professional qualifications in New Zealand will be recognized.

In addition, 1,000 offers will be given to car repairers, welders and other technicians within the same period without the requirement of passing any test. The above arrangements will not affect the Chinese technicians' opportunities of temporary employment under the Agreement. The basic rights and obligations of Chinese technicians have also been specified. New Zealand employers must employ qualified Chinese technicians through the officially recognized employment agencies, which are Chinese enterprises engaging in overseas employment service and cooperation.
