US Imposes Export Control Rules

Washington, D.C. – June 19, 2007

The United States Bureau of Industry and Security (BIS), a part of the US Department of Commerce, today published the "Final Rule" on controls over exports to China. The rule, which BIS proposed back in 2005, would impose unilateral control on previously decontrolled commodities, some of which are arguably "dual-use" or capable of being used for both civilian and military purposes.

The new policy has been sharply criticized in some quarters. At least one commentator argues that the "Final Rule" would "roll back US export-control policy to China to pre-1981 levels." The US Department of Commerce insists, however, that the new rule "strikes the right balance" in Sino-American relations.
