Edward Lehman Panelist on TV Show Related to Rule of Law by Law in China in Conjunction with the 2007 NPC & CPPCC Sessions
Beijing, China - March 12, 2007
Edward Lehman, managing partner of the firm Lehman, Lee & Xu was recently invited as a panelist on CCTV International’s Special Coverage on the 2007 NPC & CPPCC Sessions, in the Dialogue: “Voices and Votes”. Mr. Lehman was an in-studio guest along with Professor He Jiaohong of Renmin University, discussed on the Rule of Law by Law in conjunction with the annual meeting of the National People’s Congress which is currently taking place in Beijing.
Professor He stated, in relation to the NPC’s lawmaking, "quality is more important than the quantity because for the rule of law we have to make good laws.” He went on to comment that an important consideration is the ability to enforce the law, rather than simply legislating changes.
Mr. Lehman was encouraged by the direction taken by the legislators in previous years, however, felt that there were still changes necessary in order to build a rule of law culture in China. Edward also gave his views on the mandate to impose death sentences back to the Provincial Higher People’s Court from the Supreme Court. In the said Dialogue, topics such as the draft Property Law were also discussed.
