Shanghai: Transfer of Old Age Pension of Urban Residents

Shanghai has recently publicized opinions regarding the transfer of old age pension for urban citizens, which encompassing specific regulations on the relationship transfer of the old age pension for Shanghainese who are covered by the pension but work in other provinces.

Beijing: Minimum Wage Increased to RMB 1,160

Beginning January 1st,2011, the minimum wage has been increased to RMB 1,160 in Beijing, an increase of 20%. In addition, the monthly basic pension for enterprises retirees has increased by RMB 210. This figure for urban residents and welfare old age pension has been increased by RMB 30 for the first time.

Ministry of Human Resources and Social Security: Death Compensation for Illegal Employment Increased This Year

The ministry of Human Resources and Social Security has recently released the One-off Compensation Method for Illegal Employment Related Injuries and Deaths, found in one of the appendix regulations for Regulation for Work-related Injury Insurance. The appendix regulation rules that one-off compensation for death of the employees of illegal employment shall be calculated at the same calculation base and standard with the one-off benefits of work-related death for insured employees. The standard and base equal to the amount of 20 times of the disposable income for urban citizen.

Personal Account of Pension Insurance having the Possibility of being Invested Overseas

According to the source from the Ministry of Human Resources and Social Insurance, Administrative Measures on the Investment in Personal Accounts of Pension Insurance has been drafted. These measures plan to tender the personal account fund to provincial social insurance operation agency for unified investment and management. Related investment channels have been expanded to stocks, corporate bonds, and financial bonds. And the investment market range will be extended to overseas market.

Beijing: Three-year Action Plan Collective Bargaining for Wages Released

The Beijing Trade Union has released its three-year action plan for Enhancing Collective Wage Bargaining.  The plan requires that by 2013, more than 80% enterprises with trade union will establish collective bargaining for wages.  Starting in 2011, nearly 400 professional wage consultants will be deployed in these enterprises to provide guidance for collective bargaining for wage.

Mainland Wages Predicted to Rise 139% in the Next Five Years

Credit Suisse announced in a report, that it predicts that waged will rise 139% over the next five years, exceeding the growth speed of China’s GDP.

2010 Starting Salaries for Undergraduate Students is RMB 2,321

www. Zhaopin.com recently released a remuneration report for 2010 graduate. The report states that in 2010, the average starting salary for junior college education graduate is RMB 1,607 per month, and the starting salary for undergraduate students is RMB 2,321 month.  For graduate students, master degrees will earn RMB 3,254 per month and PHD degrees will earn RMB 4,681.

Income for Urban and Rural Residents to be Increased 7%

The Twelfth Five Year Plan for China's Economic and Social Development made a preliminary ruling that the income for urban and rural residents will be increased by 7% in the 12th five year period.

China Forecasts a Workforce of 790 million by the end of 2010

Official sources from the Ministry of Human Resources and Social Security claim that by the end of 2010, the employed population in urban and rural areas will reach around 790 million. Among them, people employed in urban areas are expected to total 320 million. And the respective proportions of employees in three different industries will score 39:27:34. The proportion of employment in non state-owned enterprises is 78%.

Employment Situation for Returning Chinese is Optimistic

According to the Survey Report on Overseas Returnees' Employability released by a domestic education agency, the overall employment situation for overseas returnees is relatively optimistic. Among their demand regarding monthly payment, the remuneration requirement ranging from 3000 Yuan to 5000 Yuan occupies the largest proportion, reaching 28, 81%; the range from 10000 to 30000 RMB secures the second largest proportion with 22.03%; and the range from 5000 to 10000 takes up 15.25% out of the total.
